Truck Repair: Changing fuel filter in Dodge 2002 Cummins, fuel filter, fuel pump

About 9 months ago I had the fuel pump retro-fitted from the frame to the tank. I had the fuel filter Over the past few months usually when the truck isn't warmed up I have had a loss of power as if the fuel is being restricted or not pumping as it should. It lasts for less than a minute and then it starts working normal? I want to change the fuel filter and my question about that is will I have to prime the area the fuel filter is in after I open it or do I just switch it out and it will start normally? Also, what else could it be since the fuel pump isn't that old?

If you just change the fuel filter it will start up & die after 2-3 secs and then the fun of priming it back begins.Just change the filter,bump starter(this turns on the electric pump for 20 secs)every 30 secs 3-4 times,then fire it up & hold throttle down for a bit until it clears up & your good to go.
