Truck Repair: N14 CELECT PLUS, celect, orings

Have a 2000 international with a n14 plus in it...got roughlt 330000 miles on it..  Truck has a hard time starting...usually cranks for 15 secs before firing...then it sputters and sumtimes dies....try it again and it cranks for a while and finally stays running...once running it seems to run fine...but as  soon as u shut it off it does the same thing...weve relpaced the fuel shutoff solenoid..and changed the filter...both times i changed the filter it was only half full of fuel..also checked the orings on the coolong plate behind the ecm..seem fine....any suggestions..

If it only does it after it sets for a long period of time then it is bleeding back.There should be a check valve in the outlet fitting of the cooling plate.I would suggest taking the fitting out & checking for debris.If it is not there to install one.You can get a pair of pliers & remove the end of it to take it apart to clean it.
If it does it everytime you try to restart,then it is sucking air somewhere in the inlet line.
