Truck Repair: Cummins, intake air temp, dodge cummins

Question
I have a 92 Dodge cummins that smokes like a beast and runs rough when it is cold. lots of grey smoke! i have been told it is a heating element or a solenoid. the injectors and the turbo are new so I dont think it is them and once it is warm it runs fine but i have the feeling I am dumping lots of raw fuel down the drain.
your thoughts? please?

Answer
They have what they they call a KSB valve on the fuel pump that adjust timing on cold engine. It works off intake air temp.A simple electic system with minimal wiring(harness goes from fuel pump solenoid to temp sensor in intake plate & hooks to KSB valve on lower part of pump).Check to make sure there are 2 wires on shutdown solenoid & when cold check for voltage at KSB wire connector. If no voltage, check wire to temp sensor from shutdown. If voltage is at temp sensor, replace temp sensor.
