Truck Repair: Diesel fuel heater element, range rover discovery, ceramic element

Hi, I'm trying to find a diesel fuel heater element that wraps around the outside of the fuel filter casing.  I know these things exist as I've seen them and can send you a photo if required.  The dimensions are about 81mm diameter by about 60mm length (it covers this much of the fuel filter casing).  It is a ceramic element housed in a steel or aluminium housing, the whole thing maybe 5mm thick.  It fits around a metal fuel filter housing a bit like that used on a Range Rover/Discovery.  It takes 12 or 24V and is rated at 300W.  It may be designed for cars or trucks, I don't know and frankly don't care!  I'd just like to know where I can buy one either in US or UK.

I don't know, and have not seen one.
I use antigel conditioner in my fuel, and never have a problem.
If it is cold enough to gel your diesel fuel, that heater will only work in the filter, and not prevent gelling in the fuel tank or lines.
If you are sure your problem is just in the filter, I would check for water in the fuel.
