Truck Repair: 2000 dodge 5.9 24 valve turbo diesel, valve cummins, water in the fuel


Question
I have a 2000 dodge with the 24 valve Cummins.
My problem with the truck is…
I pulled the truck into my drive yesterday with no problems,, yet!
This morning the truck would not start, it was like it was out of gas.
“Last year I did replace the fuel sending unit.”
In the after noon I put 5 gal. of fuel in it, and it started fine.
I noticed a lose of power wile driving, and at a red light, the truck ran rough like had air or water in the fuel.
I read the owners manual and changed out the fuel filter, then it would not start. It was like it was out of fuel. I could hear the fuel pump under the hood and using the water in fuel bleeder valve at the filter I found a lot of fuel, so much that wile trying to start the truck, after I would let off the ignition the fuel drained out the threw the over flow hose and made a nice stain on my driveway!
Against all recommendations  I gave her a very small shot of either and it started and ran.
After about 30 sec. I turned it off, then tried to restart it, with no success . I shot it once more and it started and ran. I then let the truck warm up good, turned it off and tried to start it again and it works.
This has happened to me more than once this fall, cold truck wont start. Warm truck starts fine?
What could this be. The code I found by cycling the ignition was P-1693
Any help would greatly appreciated.

The code I can not find in my books.The codes we use are 3-4 digit codes i.e 115,434,368,2348.. I will look some more in the other manual & get back with you.Try unplugging the transfer pump & see if it will start cold then plug it back in.If it starts,the injection pump is bad,if not there is another problem.
