Have you tryed any repairs at all yet?  Fuel fitler, air filter, ect?  I need to eliminate some things.

My sugestion prior to you replacing those parts is to take it to a shop and have them run a KOEO, and a KOER test.  The IPR I believe is around $150, and the test should prove if it is bad. Both of those sensors, or wiring  could cause that problem.

Answer
KOEO = Key On Engine Off test......KOER = Key On Engine Running......both of these test will check for both the cam senson and the IPR sensor and tell you if they are bad.....The IPR is located to the lower right if the fuel filter ( if you are on top of the engine looking down at the fuel filter)....2 prong connection, with a metal clip holding it in.
