Truck Repair: Intermitent instruments, international 4700, exact problem

We have a 99 International 4700 dump truck with an intermitent instrument panel problem. Sometimes, while driving or right at start up, all the guages don't work or freeze up. We would like to know if it is fixable, and if so how. We already contacted the dealer, and they said it has to be replaced, but we found a website for a place that can repair them (mrwhizard.com). So we would like to know if it truly is and how.

I have replaced 4 panels for this same exact problem.  Before you replace the panel make sure the contacts in the back are connected good, and use dielectric grease in the connectors.  I have no experience with any companies that can repair the panel itself.
