Truck Repair: hard starting F250, glow plugs, injector pump

I've got a '91 F250 7.3 Diesel that got caught in a flood. I had a rebuilt engine from Ford installed with a new injector pump & injectors. The truck is Very hard to start & when it does it smokes real bad. Even after it warms up. I seem to be getting motor oil into the intake manifold also. Please help. I'm lost.

Is it possible that the injection pump was installed out of time?  Have you checked the glow plug relay, or the glow plugs themselves?  Did you install these parts or did a shop?  A little bit of engine oil in the intake is normal.  The 7.3 takes the crankcase blow-by and inserts it in the rear of the intake to get reburnt.  This should go almost all away after the new engine is broke in.
