Truck Repair: Cummins B motor will not fire, filter head, dodge truck

The 5.9l Cummins turbodiesel in my '93 Dodge truck will not start. It turns over fine but its not getting fuel. It has done this about four times since I bought it new. Once was less than a year later but it always started eventually so the dealer never found a problem. Now it isn't fixing itself. Of course the warantee is now void and I'd like to see if its something I can fix myself. Any Ideas?

First thing is to make sure it is getting power to fuel shutdown solenoid.Next is to see if it is injecting fuel by backing off a fuel line at an injector.Then if it is not squirting fuel,make sure fuel is getting to the fuel pump by backing off the bleed screw at the filter head.If it is,possible it could be the fuel shutdown solenoid or fuel pump.
