Truck Repair: 1994 Chevy S-10 turn signals, emergency flashers, cigarette lighter

Turn signals don't work.  Hazard lights work.  Back-up lights work.  Fuse for turn signals/back-up lights seems to be good, and one of my mechanic friends said the switch in the steering column appears to be good as it's making the clicking noise when moving the turn signal shift stick on the steering column is moved up or down.  He thinks it's a small cylinder fuse under the dashboard, but doesn't know exactly where this is.  Owner's manual doesn't say.  I'm trying to avoid bringing it in to an auto mechanic; do you agree it could be the cylinder fuse and if so, where exactly would I find this?  I need to get it out so I can take it with me to buy a new one.  Thanks!

I actually think it is probably the signal flasher.
It is located under the dash, on the drivers side, behind the knee bolster, near the cigarette lighter. There are two flashers in there. One is for the emergency flashers, and the other is turn signal flasher.
Turn the emergency flashers on, and locate the clicking. You will be able to tell which one is which by turning the emergency flashers on once you find them, and feel it.
Don't mess with any large yellow wires under the dash in that area. They go to the air bag.
