Truck Repair: Runs hot, drive wheels, celect

Question
An Oct/98 N14 430 in an 1999 International 9200 sleeper, mileage 419,4000, geared to top out at about 86mph. It runs hot even even when pulling light to moderate loads when in hills or in heavy winds. I have a fan over ride switch which I use a lot and it cools down fairly quick. Fan comes on at about 200 Degrees. Whole system was flushed at a Cummins shop 6 mo. ago. Radiator and charge air blown out, dirt and leaves in there. New Cummins antifreeze installed, some fins straightened out. No leaks anywhere, no water in oil. I had another truck like this one and the fan never came on, ran cool. Two shops could not help me. I want to run this truck right, my last one. Could radiator be plugged  or water pump fins be ate up? External water tube o rings replaced once. Truck sat in garage for 18 months a couple of years ago. Engine might have been turned up a little, I think about 350HP to the drive wheels. This is bugging me, but maybe it is the way it should be. Hope to hear from you. Russ

Answer
Well how hot does it get?Loosing any water? Can check water pump pressure to see if it is pumping enough.I dont know right off hand what a N14 pressure should be.The dyno operator usually checks that.Gauge could be off maybe?A celect will log a fault for overheat.
