Truck Repair: Ford F-350,1994, PSD, ford f 350, light hook

My Truck won't start and I have tried almost everything I know.  I have replaced the batteries, glow plug solenoid.  It acts as if it isn't getting fuel but it is.  Someone said it could be the oil pump, or maybe clogged injectors. Any help would be appreciated.  I know almost nothing about diesels.  Thank you.

I need to know what PSD you have.  In mid 94 they changed to the new Electronic PS.  When you look at the engine can you see the fuel lines and injectors?  If not then it is the electronic.
Clogged injectors is very unlikley on both engines.
On the mechanical PS test the glowplugs by unpluging all of them and using a test light.  Hook the ground end of the test light to the + post of the batt.  Then touch the test light to the end of each glowplug.  If it lights up, the plug is good, no light= bad glowplug.
On the Electronic engine, It is very hard to find the prob without a reader, but the most common prob is the cam position sensor, but it could be the Injection pressure regulator(IPR) both are pretty expencive.
In 10 years I have only seen one High Pressure Oil Pump go bad, so I would not worry too much on that.
