Re-read any provided assembly and/or installation instructions. Ensure you've followed every instruction exactly. Go through the process with the appropriate wrenches and screwdrivers and re-tighten every bolt and screw to ensure they're all tightly secured.
Ensure that the cargo carrier and its mounting equipment were designed for your vehicle type and trailer hitch class. There are five trailer hitch classes, each designed to hold a different weight. For example, while type one features a capacity of about 200 pounds, class five hitches have capacities higher than 500 pounds.
Check the documentation to ensure you're not going over the suggested weight limit for your specific carrier. If it's holding more weight for which it is designed, it may cause the case to bounce around more than it would with less weight.
