Where there is fresh air can flow, water can, too, along with another major issue—leaf debris getting into the cowl area and trapping the water. The water has no where to go so it sits next to the fresh air vent. Water promotes rust and over the years allows more water to enter the cab near the floor and toe boards, thus, causing even more rust damage.
