Auto Insurance Claims: insurance claim, neighbor damaged vehicle

I lent my dodge 4x4 truck to my neighbor. I would see the truck parked on my block everyday.  Four days went by and I didn't see the truck.  I started looking for it and found it parked about 3 1/2 blocks away.  The truck had a lot of damage to it.  Both sides were hit.  Dents, paint transference of different colors.  Blue/green on passenger side, white or light grey on driver side.  I approached my neighbors and asked what happened.  They said that they didn't not tell me because they did not want me to worry. I asked them if they had filed a police report.  Their answer was no, because they were unaware of the damage and had no idea when it happened.  I called the police to file a report.  After the police examined the truck they reached the decision that they would have to file several reports and the insurance company (full coverage, New Jersey)would raise my insurance rates for every each report and would not necessarily paid the claims.
I realize that I should have never lent the truck, etc.
please help.

  I didn't catch your question.  What is it that you would like to know?  

1.  The police do not decide what the insurance company will pay.

2.  If I were the adjuster on this claim, I would open up a special investigation and require that the neighbor and yourself submit to an examination under oath so I could get to the bottom of what happened.

3.  I would be pressing my neighbors for information and demanding that they pay for the damages.  I would take them to small claims court if they refused.  

4.  File a claim with your carrier and see what happens, they will tell you what they intend to do and may pay for the claims under your comprehensive coverage.
