My 23 year old son just started living with me. He currently claims his mothers adress as his own, but may now change it to mine. Do I have to cover him under my auto insurance policy? Currently, he is under his mom's policy.

Hi Dave,
If your son is going to be residing with you, it is best that you add him to your policy and have him removed from his mothers policy.
Your policy contains legal language that requires that all drivers in your household be listed as drivers on your policy.  Otherwise, the insurance could deny the claim if he had an accident while driving your car.  He defiantly needs to make a change of address on his drivers license.
Most states require that this be done within 10 days.
If this is a situation where he is just doing a 'test' before making a final decision and is spending less that 50% of his time with you and over 50% with his mother, then you can let the situation ride until he makes a final decision.  If his decision is already made, you and he need to immediately follow the steps outlined above.
