Auto Insurance Claims: 3 car pile up, car pile, pile up

so if you have a 3 car pile up. one car hit another car causing that other car to hit another car. Should it be the first guys fault for all of it or is it the second guys fault to for being to close so that he could hit the 3rd guy

Generally speaking, it would be the fault of the first vehicle, meaning the one who struck the second vehicle and pushed it into the third.

As far as the middle vehicle is concerned, too close is only too close if it hits the other vehicle without being pushed.
