My brother, sister and I inherited her car as she recently passed away.  Can you tell me where and how we can transfer the title to our name?

There are two entities involved here. Probate in which you need an attorney. Or, you can inquire with an attorney as to how to get one in your family to be power of a attorney to handle the estate. Once that is handled, you go to the department of motor vehicle and see what is needed to o this.
You have not state if there is a will involved or if the car has a lien on it.
