QUESTION: where is the a/c presure switch located on a 1999 ford escort zx2

ANSWER: I actually had to look this up for you.   My first inclination is that it was by the passengers side strut tower on the accumulator and then I got to thinking this was the Ford Tempos not the Escorts so I looked it up for you.
 Low and behold it is either there OR by the passengers front headlight. Mitchell guide says strut tower and ford guide says by the headlight. Either way its in the low side line.  This is the line that is thicker, cooler when the system is running and goes from  the evaporator to the accumulator drier and then back to the compressor.  On this car those components are ALL on the right side (pass) of the car.

 Although the Escort ZX2 is a manual AC system it is completely controlled by the powertrain control module (vehicles computer).  The PCM looks for inputs from the high, low and various other things to control a relay in the CCR (constant control module).
 There should be two wires going to the low pressure switch.  An orange one and a Grn/red or LT grn/white.  
 With the AC on, engine on and running you should have 12V at the orange wire (with it unplugged).
 If you do this means the panel and power supply are ok.  If you do not check your fuses and panel for an issue.
 If you want to actuate the clutch you can supply 12V to the Blue/white wire that goes to the clutch coil.  There is a red wire and the blue/white wire.  The PCM pulls in a relay to activate the compressor relay in the CCR when it thinks its ok to apply clutch.  The red wire should have a ground on it all the time.
 These cars a problematic with the clutch coils and/OR the CCR modules.  Very very common.
