Auto Air Conditioning & Heater Repair: Ford Auto Temperature Control A/C, floor outlets, crown vic

Question
88 Crown Vic, 88000 miles...A/C no longer cold or even cool (probably needs recharge or conversion to R-134)....The problem is described below:
Problem: With A/C off unit blows warm air into car...
no off for fan, if it is turned to any other position it is even worse...in any position, vent, heat, a/c, floor deforst or mix the warm air flow doesn't change. The fan works in all positions except shuts off no matter where fan switch is when selector is placed in floor position. The temp slide changes nothing. The car is not overheating although the area of the heater box under the evaporator (center of under dash) is warm to the touch. Defrost blows cool air up on to windshield, when selected, as warm air continues out of floor outlets. There is no way to stop or change the direction of this warm air. Thank you ahead of time.

Answer
Does the A/C system and the heater system blow both COLD and HOT air when each is selected ?.

Are you getting ANY type of condensation (water molecules) on the inside of the windshield when the system is set to DEFROST ?.
