Auto body repair & detailing: Exterior cleaning, cement dust, vinegar and water

I have a 2002 Red Chevy Trailblazer.  Evidently I ran through wet cement somewhere on the road. It is near the front fenderwells and on the bottom of the doors, both sides. I have tried almost everything, including lacquer thinner,  to soften it and remove.  The thinner has dulled the paint and will have to be buffed which isn't a problem.  The problem is getting it off without having to scratch it off.

Any suggestions.

Try some chemical warfare.  Use a solution of white vinegar and water mixed about half and half. Spray it on and it should react with the chemicals in the cement to dissolve some of it and it should come off.  I've done it with light dustings of cement dust and know others that have had good luck on large deposits stuck on work trucks.  Muratic Acid/hydrochloric acid may be needed if the vinegar isn't doing the trick.
