Auto body repair & detailing: Clear Coat Repair, luggage rack, metallic paint

Question
I have a 1998 Toyota 4-Runner in dark green.  It is not a metallic paint.  On the top of the car, under the luggage rack and in a small spot on the hood...the clear coat is looking white and cloudy.  Is there something that I can do at home to repair this?  Buffing?  Suggestions for repair?  Thank you.

Answer
The clear coat is about to start peeling off. You may be able to slow the peeling By buffing the area with some rubbing compound. And then Wax the area a couple of times to help seal the paint. Use a good wax it offers better protection from the sun.
