Auto body repair & detailing: How to repair a punction in front bumper, punction, mazda 3

Question
Yesterday (6/5/05) I was driving along the interstate when the car in front of me, a honda civic, ran over a large piece of scrap metal on the road.  The metal flip up in the air and though I tried to avoid it, it hit the right front bumper, leaving scuff marks and a small punction in the bumper.

The upsetting thing is the car is less than a week old and I don't want to report this to my insurance as the laws in my state specify that the civic driver is not at fault.

How would I go about patching the damage left by the scrap metal?  I'm not thrilled about bringing it back to my dealer and having them tell me that I will need to replace the whole front bumper.

The car is a Mazda 3 hatchback, 2005 model.
