Auto body repair & detailing: Plastic bumper repair, dodge neon, plastic surfaces

I own a 2000 Dodge Neon ES with some damage to the rear bumper cover under the driver's side taillight.  I would like to know if there was a "best" way to repair some cracks in the paint and gouges in the plastic.  I am pretty handy with painting and using body filler/putty but I'm not experienced in the realm of auto body repair.  Is there a product formulated for use on a plastic surfaces for filling/puttying?  

After the area is repaired, it should be primed.  Should it be sealed before painting?  The following links show the damage:

Any assistance would be of great help to me.  I'd do a proper repair but the car's resale value doesn't make the "right way" worth it to me.  Thank you in advance!

hello . it looks like a minor repair .you need at sands out all scratchs. and fill the mark with polyaster ( it just like body filler} it is used for minor damage . try to keep it small. thet may be able to do a spot repair. repaint just where bumber is damaged. hope this helps
