Car Alarms: Executive car alarm not arming, electrical portion, 12 volt

Question
i have a executive car alarm installed on my car, currently it will not arm, when ever i start the car and when i shut the car off the horn will beep for about 3 minutes, but not that loudly and in short bursts, it seems to lose intensity as the time progresses. The led in the car will not light up or even flicker. The alarm was just rewired professionally about 3 weeks ago, as i had to replace the electrical portion of the ignition, but it did work fine after that up until yesterday
