Car Alarms: Trying Again, transponder chip, unfortuantely

I just received an email to my need for help. As the answer below states I have asked this question before. Kind of difficult since this was my first time on this site! Can you either tell me the answer or point to where the info is?

I have a 2004 honda accord and the battery died. We replaced it and the horn started beeping.  We unplugged the horn and the car start but will not shift into gear. The parking lights flash. It is a factory alarm system. The car was purchsed brand new. Key fob is long gone and we do not use the alarm. How can we reset or disable?

Sorry, many questions are similar here.
Your issue may be 2 fold. The parking lights
denote and after market alarm, possibly when
purchased at the dealer as keyless entry/alarm,
installed by dealer contractor.

If factory, the horn would honk, and head lights would
flash as well. Plus in your car, there is a transponder
"chip" in the key and ignition, If breached by using
the wrong key perhaps, this would trip the transponder,
lock up the steering column and not allow
the engine to start and run. Sounds like your issue here. :>(

Gotta contact Honda for service on this unfortuantely.
There is nothing you can do with this mechanically until the
HONDA transponder system has been electronically evaluated.
