Car Alarms: can factory alarm keep car from starting?, priority mail service, camaro z28

QUESTION: Hi,  
I have a 1997 Camaro Z28 that wont start.  Its been sitting in storage for about a year with a dead battery. All fuses, relays, and wiring check out ok.  Fuel pump makes no sound when turning the key on.  Was wondering if it could be anything to do with factory security system that may cause this before I replace the fuel pump.

ANSWER: Don't bother changing the pump.
That's not your trouble.

Your VATS fuel injection circuit is in long
tamper mode. GM can reset it for you or
you can visit www.GMPASSLOCK.com and see the
79.95 option to render it inert.

QUESTION: So even though I'm getting power at the fuel pump harness plug under the car which leads right to the fuel pump and the fuel pump doesn't run this can still be related to the VATS in long tamper mode?
If so, I will go ahead and order the PLJX kit.
I've also already disconected and reconected the battery and done the 10 min. key in on position thing and nothing.

Yes. The PASSLOCK/VATS is designed to disable the fuel rail circuit.
That's it's only job. At this point, either GM will diagnose and reset
it back to factory specifications (which does not solve anything!),
or installing the PLJX and relay is going to be required to take it off line
and keep it that way.
