Car Alarms: Karr 2040a, 2004 toyota rav4, toyota rav4

I have a 2004 Toyota Rav4 (that I purchased new) that has a Karr 2040a Security alarm.  A few months ago my Parking Lights stopped flashing when I turn the alarm on and off.  I had a new battery installed in my car shortly before this problem began.  Toyota service @ the dealership I purchased the car changed the battery.  They say the lights not flashing has nothing to do with changing the car battery (I of course don't believe them, since the problem began after they changed the battery), and they don't know how to fix it.  Any suggestions as to why the lights have stopped flashing? And how to make them flash again?
