Car Alarms: Starter disabled - valet/overide not responding, security point, hold button


Question
We bought a 1999 Neon for our 16 year old daughter on an auction. One key and no remote.  It evidently has a security system that disables the starter when the car "thinks" it has been opened incorrectly. It evidently "times out" after several hours and then you can start it again.  This car has a brand new starter and battery, as we thought that was the original problem.  After googling the problem and reading some of the solutions, I located what I believe to be the valet switch.  It has both a toggle (leans left toward red and right towards black), a black button and an LED light that never lights up.  I've tried the various suggestions, i.e., key in and turned to on - toggle left or right, hold button five seconds (LED doesn't light and no chirp), tried starting while holding black button in, tried unlocking and relocking car in various ways.  It will eventually time out again and let me start it but I can't trust it.  PLEASE HELP!

STARTER KILL
Remove, replace or repair is in order here just from
the safety and security point of view.

We don't KNOW what is in there or how it's
controlled, or the features it's capable of.

Rolling the dice here.

Best suggestion is extract the current system or systems
currently in there, and start over with a fresh set of
remotes, and a well installed system.

See attached file for starter kill relay
to remove it and get you started, but I do
hope you attend to the Neon after that.
Really easy car to steal if you do that removal.
