Car Alarms: 2000 civic si alarm, fuse panel, switch button


Question
I have a 00' civic si, with oem alarm. When the alarm goes off, i can't start the car anymore with the key. I have tried locking/unlocking with the key fob, pressing the toggle button by the fuse panel, activating the alarm again (panic button) then disarming it, and the car still wont start. After a few attempts to start it, the lights in the cluster wont come on anymore. I have been getting around it by disconnecting/reconnecting the battery a few times, then the car will start again. What is the proper procedure to be able to start the car again?

There can be a couple of systems at work here.
The one with the push button is aftermarket:
KEY IN AND IN THE ON POSITION JUST BEFORE CRANKING,
PRESS AND HOLD IN VALET SWITCH/BUTTON UNTIL YOU
GET A CHIRP FROM THE SIREN, AND MAYBE A FLASH OF THE LIGHTS.
KEY OFF.

This procedure would let you toggle into and out of
overrind on most alarms.

I factory, you will need to see Honda to reset
the immobilizer.
