GMC Repair: Brakes on 1999 GMC Suburban, gmc suburban, hill slope

We recently bought a 1999 GMC Suburban 3/4 Ton 454 7.1 2500 4 wheel drive. I don't even know if you need all that. Anyway we live in the mountains of North Georgia and when I go to stop on a down hill slope it feels as if there is grinding under my braking foot and even a winding. I was told I was crazy and nothing was wrong with the brakes. My husband has no felt it and he thought it might be the master cylinder. I contacted the previous owner and he said the brakes have always been a bit touchy and that the thing I am hearing and feeling is the ABS motor coming on when I hard brake or skid or anything out of the ordinary. Can he be right? Is there something that I can do to stop this? Change the way I drive? Is it dangerous? Can I take out the fuse for the motor or is that not advised?

Liz It sounds like There may be some dirt in the rotor and brake backing plate check those and clean with brake cleaner.  Especially on those kinds of roads.
