American Motors: 1983 CJ7 Brake Proportioning Valve, model jeep, brake proportioning valve

I am replacing the Brake System on my 83 CJ7.  I need direction on where to get the tool to hold the flap in the Proportioning Valve.  The Brake system is half onhalf off from the previous owner.  I am assuming the flap is already stuck to the one side.  If this is the case, can I use a different year Jeep Proportioning Valve from maybe a Wrangler that does not have ABS?  I'm not sure which direction to take.  Thanks for your help.

That was a special service tool from AMC/Jeep.
Try bleeding the system at the P-valve, this will sometimes center the calve. If not, because we're talking brakes, use a P-valve for that model Jeep, not a Wrangler. Check your parts store for interchangability.
