Can you please tell me, or better still provide a diagram, of where the starter enable relay is located on a 1995 Cadillac Sedan Deville?

I have no such diagram for a car that old. If the engine is not cranking, there is a good chance there is a broken wire in the so-called "anti-theft" system VATS A/K/A PASSKEY.

If this is the problem, you need to either replace the very costly lock cylinder (which will fail again) or bypass the junk and install a hidden starter kill. Although the process is the same for all VATS cars, there are many differences between make and model.

I was charging a $100 consultation fee at my site http://www.autotheftexpert.com however getting 10 requests a day has just gotten ridiculous and is affecting the time needed to do other work. I am no longer offering this consultation because it is costing me far too much time.

To bypass, if you look back on the answers I have supplied in the past year, you should be able to figure it out. I spelled out this bypass many times.

If the car is stolen however and they do steal old cars, and you turn an insurance claim in, you will be denied because as far as the ins is concerned VATS makes the car unstealable and their experts will always state this.
