Cadillac Repair: Key Security, pass key, security light


Question
I have a 99 sts, just rebuilt the motor, and got it back in. The security light is on permanently and and the car won't start. I called the shop that did the motor and got two different answers from two different guys. One guy said part of my security system was bad and could be a number of different parts such as the key system(pass key 3) or the security module. It ran fine except for the bearing knock before the engine was pulled and can't imagine it going bad just sitting there. The other guy said he thought it was the fact that it sat with the battery disconnected  for 3+ weeks and the car "forgot" my keys and said that I need to find some one with a TECH 2 unit to fix it. Then he said that there may be a way to do it though the dash buttons in a certain sequence. The car won't start so it is stuck in my shop. My starter is new and I jumped the solenoid wire and it turns over fine, What now!! Bob

I do not have my reference in front of me at this moment and will later, but I don't believe the 99 STS has PK III. I believe it was the last year of VATS (Pass KEY). If so has resistor chip in key blade. Makes a big difference on my answer. Does it have a black chip in the key blade?
