He said the connector was missing but i saw him connect the machine to the connector so what is the name of the part that is missing, and why would such an important part be removed other than being it stolen

QUESTION: I see the connector but it doesn't give a reading when connected to the machine. Is it possible the connector does not work. And if so what do I have to do now. My brake pressure light, oil light,and temperature light all work I assume cause when I fix the problem they go out and stay out. But my check engine light won't go out and just recently it did some thing different, it was blinking. It blinked about 10 times and then stayed on.
Please help me with this problem.
P.S. The car is a a 1996 Cadillac Fleetwood Brougham if that helps
ANSWER: There is a manual procedure that you can access the CODES.
1. Turn ignition switch to the ON position ONLY. Do NOT start the engine.
2. Simultaneously push and hold the OFF and WARMER (temp ^) buttons for 3 seconds and release them.
3. Tell me EXACTLY what displays as if you were video taping it.
4. If the ONLY thing that displays is -00 Let me know.
5. push and release AUTO button when display stops displaying codes.
