Cadillac Repair: cadi 88 Deville heating & cooling, test procedures, damper

Question
My heating and cooling seem to work ok but when using either, they alternate
coming out the wrong vents when in use.  Air conditioning likes to come out on
the floor where the heat comes out which does no good in 90+ weather.  
There is some regulator part for this. What is it called and where is it.

Answer
The fault is either in the AC PROGRAMMER or in one of the DAMPER DOOR VACUUM MODULES.
