Cadillac Repair: starting problem, jumper wire, lock cylinder

I BOUGHT A 1992 CADILLAC WITH THE 4.9 ENG AND HAD A STARTING PROBLEM THE GUY I BOUGHT IT FROM SAID THE DASH SAID WAIT 3 MINUETS BEFORE STARTING SO HE TRIED TROUBLE SHOOTING THE PROBLEM BUT WHAT HE DID WAS CHANGE THE IGNITION KEY PART          INSIDE THE CAR THINKING THAT MIGHT BE THE PROBLEM BUT NOT SO HE RAN TWO WIRES FROM THE STARTER TO INSIDE THE CAR TOUCHING THOSE WIRES TOGETHER AND HAVING KEY TURNED ON TO ON POSITION CAR WILL START RIGHT UP NO PROBLEM BUT ALSO COMPUTER READS CAR MAY NOT RESTART SO I BOUGHT THE CAR ANYWAY STILL STARTS BUT ONLY IF YOU DO THAT I ALSO ASKED SOMEONE ELS AND THEY SAID THAT MY ORIGANEL CADILLAC KEY HAS SOME KIND OF CHIP OR BARCODE OF SOMESORT HE SAID THAT COULD BE MY PROBLEM BUT NOT SHORE I ASKED THE GUY THAT I BOUGHT THE CAR FROM FOR THE      ORIGANEL IGNITION BUT HE SAID HE HAS TO FIND IT BUT STILL     WAITING REALY NEED TO FIX ASAP ANY WAY I CAN BYPASS THAT CHIP OR CODE ON THAT KEY CAUS MY NEW KEY DOUS NOT HAVE THAT     FEATCHER CAN YOU HELP LET ME KNOW THANKS FOR READING

What he did was by-pass the security system that prevents the car from being stolen.

There is a security system called a PASS-KEY system that has a chip on the key that that has a certain resistance for the key and when inserted into the ignition lock cylinder this resistance is read and must MATCH the resistance programmed into the PASS-KEY MODULE whch will enable the engine to start and also turns ON the fuel pump.

What he did was by-pass the system and put a jumper wire somewhere in the wiring system to engage the fuel pump so the engine will run.

As long as the system is by-passed the light on the dash will ALWAYS remain illuminated.

To fix this, You will need to find where he installed the jumper wire to engage the fuel pump and remove it. You will also need to replace pass-key module and purchase an ignition lock cylinder and an ignition key that has the same resistance reading as the pass-key module which will work in the new lock cylinder.
