Cadillac Repair: power windows, fuse block, fuse panel

I have a 1988 d'elegance brougham. The other day the power windows quit working from all switches. A check of the fuses showed all is well. The service manual shows no fuse at all for the windows, and does not even mention the second fuse block that holds the relays themselves, and nothing is identified on the block itself, so i suspect a relay is used to power the motors. Can anyone help me out and explain the power window circut to me? Could it be a fuseable link?

There is a circuit breaker that controls power for the windows in the fuse panel and is a 30 AMP.

Does your book show NO wires of what goes to where like mine does ?.
