Cadillac Repair: 96 Concours heated seat, electrical schematics, circuit breakers

Question
I have a 96 Deville Concours with heated front seats. The Drivers seat does not heat up anymore on any of the settings. I have 12 volts at both seat heater circuit breakers, and the breakers are good. Should I now start checking for 12 volts at the switch in the seat, or do these heating elements typically "burn out" and need to be replaced?
