Cadillac Repair: Throttle switch, egr valve, throttle linkage

Hi there Tom, I've been having some trouble with my 86 cadillac deville lately, codes read e26,27,30,48 and F40, E26 is shorted throttle switch, 27 open throttle switch, 30 ISC RPM out of range, 48 EGR valve, F40 is Air Mix door problem.. now I've been under the hood and noticed the little screw the throttle hits to close is stuck open about a half inch.. I cannot figure out how to fix this, I have ideas, but I'm not sure.. a mechanic where I work suggests a few things, but he isn't sure either because his computer doesn't diagnose any problems.. I'm thinking maybe a new TPS? Any help with this would be greatly appriciated.

Symptoms: turn car on, sometimes it idles really high, somewhere between 9-1100 I assume, tap gas it eventually dies down, sometimes it idles at bear minimum on startup, and if you don't rev engine a little, it will stall out if you hit a bump, or turn too sharply.. I just can't figure this out, and can't afford a mechanic in my area.. cost me 1100 for a damned radiator! Any ideas?

On the opposite side of the throttle body there is an electric motor with about 3 or 4 wires plugged into it and it has a metal rod that should be touching the throttle linkage. If it IS, this IS normal.

Look down inside of the throttle body and see if there is alot of black residue on and around the throttle plate area. If there is het an aerosol cleaner and clean the whole area of this black crud and see if your idle comes back down.
