Chevrolet Repair: 1987 Chev Celebrity, inner tie rods, chilton repair manual

Question
I have a 1987 Celebrity that needs both inner tie rods replaced.  Is this possible to replace inner tie rods with out removing the entire rack and pinion?  (A Chilton repair manual suggests removing the rack and pinion, and refers to staking inner rod housing to flat on the rack?) Not sure I understand this procedure?

It would be difficult to replace the inner tie-rods with the rack & pinion still in the car.

Considering the age of the vehicle, I would suggest replacing the entire rack and tie-rods.
I believe some aftermarket manufacturers sells a complete Rack & Pinion like that.
