Chevrolet Repair: problem with tail lights and dash lights, fusible links, dash lights

I have a 91 chevy pick up truck. I noticed at first that my windshield wipers would not turn on sometimes and then when they did they would not stop. One night I had them on and then my dash lights went off. I didn't realize at the time that my tail lights do not work either. I have checked all the fuses but they are alright. What else could be my problem

With out being able to look at the truck and making sure the fuses and fusible links are ok it sounds like you have two different problems.  I believe the wiper switch is bad or possibly the delay board on the wiper motor. The dash lights could be your dimmer switch.  The taillights could be the socket circuit boards.
