Chevrolet Repair: 96 chevy, signal flasher, trailer plug

1996 chevy short box 350 vortec 2wd. The problem I am having is the 4way/signal flasher flashes even when signal lights or flashers are not turned on, no lights come on but the flasher still clicks. I have replaced the combination signal/4way flasher and all bulbs are in working order, trailer plug has been replaced and all wire connections related to plug are clean. If I pull the flasher fuse out the 4ways dont work and the signal lights do but the clicking is still heard.

Hi Brent,
Are you sure there isn't two different flashers? One for the turn signals, and one for the flashers?
The clicking you hear may be a self resetting circuit breaker, like the power seat, or power window breaker resetting.
