Chrysler Repair: 97 Sebring: fuel pump relay

Hi Roland, 97 sebring convertible,was blowing ASD fuse repeatedly.Through your help we found there was a short in my PCM.Replaced with junkyard donor run for a few seconds then dies.I've been told I need to have my vin flashed into the PCM.But my question is regarding the fuel pump relay,something is draining my battery and my fuel pump relay is what shuts everything down because I still have fire when it shuts down.All 4 of the plugs for fuel relay are 12vthe one closest to the firewall reads 11v Do you think there is a short or are they supposed to be hot with the key off thank you

Hi Steve,
Of the fuel pump relay socket, with the relay removed:
The inboard pin (35) is always hot (12V) direct from the battery via fuse 8
The adjacent pin (27) is the one that powers the fuel pump and it should be cold when the relay is out of the socket, and only gets 12V when the relay is in the socket and actuated which thus connects pin 35 to 27.
The front in-board pin of the three in-board pins (7) should be cold until you turn the key to run or start and it then gets 12V from fuse 10.
The rear pin of the three in-board pin (9) could very well show 11V, but then a short (0 ohms) and therefor 0V to ground for about a second when you turn the key to run or start.  Then goes back to 11V  until you start cranking the engine at which point it should ground and stay that way once the engine is running. But when you shut off the engine it should return to 11V (which opens the relay, disconnects 27 from 35) and that stops the current to operate the fuel pump.
I am not clear why all four of the pins are showing 12V based upon what I just described above.
We may have put a jumper between 27 and 35 earlier when you had the no start, so check whether you removed that jumper.
