QUESTION: How can u tell if the tcm  is bad on a 1998 chrysler sebring convertible with a new solenoid pack?

If the tcm is bad it is likely that it would be revealed by a fault code readout. So go to an Autozone parts store or similar nationwide chain that offer free readouts and have that done. Let me know thc code and we'll go from there.

I assume that you disconnected the battery to erase stale codes. If nonetheless the code returns then the causes are either: a faulty 2-4 solenoid, faulty wiring to that switch, a poor tcm ground, or the tcm itself. The solenoid switch tests begin just by turning the key from off to run or crank to run. The tcm is looking for a 'spike' and sets the code if it doesn't see one. So the trans doesn't need to be in operation for the code to be set.
So check the wiring and the tcm ground. The lead from the soleniod is on pin 8 of the assembly and is connected to pin 19 at the tcm.
TCM grounds are pins 57 and 59 so verify they are both shorted to chassis ground. If the test pass and the pack is new then the tcm would be suspect. The 0700 code can mean a bad TCM, apparently, but usually when it is associated with another code it is interpreted as corroborative of the other code. A stand alone 0700 would appear to point more directly at a tcm fault.
