Chrysler Repair: 01 Sebring: Stereo doesnt work, check fuse, ohm resistance

I have a 2001 Chrylser Seabring lxi sedan, and had replaced the resistor for the blower fan (was only working on high).  After completing the job, the fan works, but the Stereo has no sound, no clock, and no power, with the exception of the Treble and Bass lights flashing.  How do I get the radio to work again?  I have tried pulling the fuse and reinstalling, as well as a new fuse, but that did not work.  The dealer says its not a "locked" problem.

Hi Jon,
Start by checking fuse #8 in the power box that is in the engine compartment as that one feed fuse 14 behind the dash that powers the radio. If you have a voltmeter check fuse 14 to be sure it shows 12v when the ignition is in the run position. Then check for voltage at the plug on the back of the radio (remove the bezel of the center console and then remove the radio to access the plug). On pin 2 of the white plug you will see a red/white wire which comes directly from the fuse and so it should show 12v if the fuse shows 12v. Finally, it you have a voltmeter check that the black wire on pin 11 of the same plug show 0 ohm resistance when measured to any shiny metal chassis surface nearby. The black wire is the ground current 'return' wire and it has to be patent for the current to flow out of the radio and back to the battery.
