Chrysler Repair: windshield blower motor & engine cooling, 30 amp fuse, litre motor


Question
I have a 1999 Intrepid with the 2.7 litre motor.
A year ago my windshield vents started blowing smoke and my blower motor quit working.
My local Dodge dealer told me it was the resistor block and motor so they changed them.(for $600)
Just yesterday I noticed my engine temp. getting higher than normal so I had it checked by a tech. I know.
He said the primary circuit for my radiator fans isn't working but hes not sure why.The secondary works fine though.
Then after looking at the fuses(all were o.k.) all of a sudden my windshield blower motor isn't working any more?
Any chance these things are related?
Should I try changing the resistor to the blower motor again? The 30 amp fuse for the blower motor checks o.k. on my fluke multimeter.
Thanks for any advice or suggestions.

the car over heating and the blower motor not working are 2 different issues. Tell the tech to look at the rad fans and spin them  they like to lock up and blow the fuse  there will be a 40 and 30 amp one. The motor u spent 600 for was inside the car for the AC and heat correct?I live in Atlanta
