Chrysler Repair: 97 Neon: fuse 21 blows, engine dies, digital ohmmeter, amp fuse

i have Chrysler neon 1997 2.0ltr 2 weeks ago i was driving my car and ran out of petrol i drove to the nearest petrol station filled it up got back home and it stalled checked the fuses and the petrol pump 20amp fuse had blown changed that it did the same so we checked all the wiring fiddled with them unflooded the engine and it started up it has ran for 1 week and then all of a sudden i turned off the engine and it wouldn't start up checked the fuse it was fine but when we turned over it would just click so bump started it ran fine but every time we'd stop it we'd have to bump start it(i think its the starter motor) until yesterday when i was driving down the road it cut out completely while i was still driving got out the car checked the fuse it had blown again.the fuel has been running really rich for the last couple of months any advice thank you sharlotte

That 20 amp fuse, #21 I believe but tell me if not, is really a master fuse: fuel pump, autoshutdown relay( power applied to the generator, oxygen sensors, engine controller, fuel injectors, ignition coil and an electronic noise surpressor). I think what you need to do is to look at the cold side of the fuse socket (the side that doesn't have 12V on it) with a digital ohmmeter between that point and the - clamp of the battery (so-called ground), and see what the resistance reads. If it reads less than about 5 ohms then you are going to have to disconnect each of those items I listed to see which one is causing a very low resistance to ground because that would be what is causing the fuse to blow. Then let me know the results of your readings and anything you tested.
