Chrysler Repair: 2002 PT Cruiser, auto reupholstery, pt cruise

Question
I lowered the rear seat in my crusier trying to give slack to the middle seat belt as it was locked and wouldn't let me pull out the seat belt to use it.  Now the middle seatbelt won't release and I can't get the seat up.  I've tried to give it more belt so that it will release and let me pull the seatbelt out but it is all the way rolled up.  The shoulder piece is not clicked into the catch as one would do to use the seatbelt.   I'm not quite sure why the seat won't fold up as the seatbelt is all within the seat back itself.  I seldom have more than one person in the back seat so just not using the middle belt would be OK if I could get the seat up.  The dealer wants $400+ to replace the seatbelt assembly.  I'd like to try some other options first as that is a great deal of money for me.
Thanks, Donna Sheain

Answer
Hi Donna,
I have to say that I did not claim expertise past about 1999 and the PT Cruise is a car I have not ever looked into. My inclination would be to ask your friends if they have a recommendation for an auto reupholstery shop or look in the phone book to find such a shop and let them try to release the seat belt. They have to work on seats all the time and I suspect they can get it freed up for you.
