Chrysler Repair: cirrus 1995, gauge needles, chrysler cirrus

I have a 1995 chrysler cirrus, and the problem I'm having with it is the following.  when you start the car, none of the gagies come on, the wipers won't work knor my ac. I took it to a electrical tech. and he found out a short on panel. he installed another one and also a computer but still the same problem... I hope you can help  thank you .

Did all these malfunctions start at the same time, or did they start to occur at separate times? If they started at the same time can you associate that time with anything else that happened at that time?
Can you tell me where the short was located and on which panel (the one under the hood or the one in the cabin)?
Can you tell me which computer he replaced (the engine, the transmission, or the body control)?
What did he say when the problem still remained and did he charge you for the work and the parts even though the problem wasn't fixed?
I am trying to find a single common cause for these several problems but they may be separate and unrelated to oneanother.
That is why I am asking you the questions.
When you say that the A/C won't work, what do you mean by that (no compressor function, no blower function, no panel lights or function or what)? When you say none of the gages come on can you tell me if you are speaking only of the gauge needles not being responsive or are there other things wrong with the insturment cluster?
I hope to help, but I need more information to do that. I have the wiring diagrams for you your car, so I should be able to figure out what is wrong if you can give me the answers to my questions.
